National versus Local Acts - which takes precedence

RICS Library has received an enquiry from a member who is looking for evidence/case law as to whether national or local acts take precedence in the absence of specific words in the statutes which make this clear.. 

The New Forest Acts are given as an example.  We welcome your comments or suggestions.
