Since 1 December 2008 an Energy Performance Certificate (EPC) has been required for the marketed sale of existing domestic buildings in Scotland as part of the Home Report.
Since 4 January 2009 an EPC has been required for all domestic and non-domestic buildings if marketed for lease or sale and must be made available to potential buyers/leaseholders. Homes still on the market after 4 January which are exempt from Home Report (because they were on the market prior to 1 December) will also require an EPC from this date. Public buildings over 1000m2 even if they are not being leased or sold, must have an EPC on display.
RICS members are able to provide EPCs in Scotland provided they meet the criteria of the SBS/RICS protocol agreement which includes the requirement of training on the relevant approved software. Further information is available under the downloads section (to the right) and you must register using the appropriate form if you wish to become a Scottish RICS EPC provider.
Non Domestic EPC Training
Due to the publication of the recent Scottish Statutory Instrument 309 – Energy Performance of Buildings Directive, RICS Scotland will no longer accept members onto our list unless the training that you have undertaken included an assessment of competence.
We have taken this step to ensure that our members are appropriately trained which is a requirement of our protocol agreement with SBS and to also ensure that your training meets the level required by the National Occupational Standards.
RICS Scotland is offering training to its members on the LifespanSBEM which has recently gained approval from Scottish Government to produce Energy Performance Certificates for commercial buildings in Scotland. We will also be offering top up training to our members who may have completed training with another protocol organisation but not to the level required by RICS Scotland.
