In June 2006, RICS published Mind the Gap! Post-Disaster Reconstruction and the Transition from Humanitarian Relief written by the Max Locke Centre at the University of Westminster, well known for its work on international development and disaster recovery monitoring.

The report verifies that there is a gap between immediate humanitarian relief and long-term reconstruction and scopes the problem. T

he RICS President’s Commission on Major Disaster Management is working with the University of Salford on developing a framework to bridge that gap.

The Commission is also working with the international humanitarian aid community (including the UN, International Organisations and NGOs), governments and International Financial Institutions such as the World Bank to press for:

• specific funding for the long term reconstruction of disaster areas, a subject which has to date been neglected
• the pre-planned, co-ordinated management of reconstruction.
