The RICS President’s Commission on Major Disaster Management promotes the use of built environment professionals in recovering from and reducing risk of disasters affecting the built environment.
The Commission, chaired by former RICS President David Tuffin, aims to mobilise the collective expertise of the surveying profession throughout the three main phases of a disaster: preparedness, immediate aftermath and reconstruction, both at the strategic planning level and on the ground.
Established in the aftermath of the Indian Ocean tsunami of 2004, the Commission consolidated feedback from surveyors working in the devastated areas and commissioned an independent report.
The Mind the Gap report revealed that although the immediate humanitarian response to the catastrophe was generally efficiently organised and funded, the same could not be said of medium to long-term recovery or reconstruction.
The Commission initiated a programme to develop a practical framework for bridging the gap between short-term relief and long-term reconstruction. This work includes developing guidance and providing professional advice and expertise.
