Electronic systems are becoming an important tool in project procurement process. This study investigates the potential that Omani construction industry stakeholders’ would adopt and participate in electronic tendering (e-tendering) when it is introduced by the government of Oman.
Using a postal questionnaire survey, the opinions of different industry stakeholders – consultants, contractors, suppliers and clients were assessed regarding their satisfaction with the traditional paper-based tendering. Their awareness of e-tendering that shall be introduced by the Omani government was also evaluated including the reasons why they are likely or unlikely to adopt and participate in the e-tendering when it is introduced.
The most severe problem with paper-based tendering system is the enormous administrative task involved such as printing, collating, binding and distribution of tender; need for large storage capacity for tender documents; and labour intensity required to issue, and response to tenders. Majority of suppliers are satisfied with the current traditional paper-based tendering process. Clients, contractors and consultants are dissatisfied. Also more than half of the clients and contractors are aware of the proposed e-tendering system while majority of the suppliers and consultants are not aware.
Security, user friendliness of e-tendering system and perceived benefits appear to be the most important factors that could influence organizations’ willingness to participate in the proposed e-tendering. To stimulate the readiness and willingness of firms there is need for the government to increase the awareness of e-tendering through introductory seminars to educate and promote its benefits to organizations. There is also need for training programmes to provide guidance on legal, administrative, and technical aspects of e-tendering system.
