Hardly more than a year after the introduction of sweeping new fire regulations the first prosecutions under the Regulatory Reform (Fire Safety) Order (RRO) are being brought, and the penalties are proving to be punishing.
Unlike previous fire laws the RRO applies to virtually all premises other than single private dwellings.
The “Responsible Person” (owner, Managing Agent, employer, occupier) is ultimately responsible for compliance with the various duties imposed by the Order. The provision of a suitable and sufficient Fire Risk Assessment is a significant duty as the findings will help determine the level of General Fire Precautions necessary to ensure that persons who could be at risk from a fire do not suffer serious injury or death.
A study by Norwich Union Risk Services showed that more than a third of businesses were unaware of the regulations. The study also revealed that over a third of businesses had failed to carry out a Fire Safety Risk Assessment, a procedure crucial to compliance under the Order.
Recent cases of massive fines from £41,000 to £250,000 are a cautionary lesson for risk management. Late last year an Essex company was ordered to pay fines and costs totaling almost £41,000 after pleading guilty to breaches of fire safety regulations at their premises, in particular fire doors wedged open and exits obstructed.
The RICS Road Show on Fire Safety will provide awareness, appreciation and practical application of fire risk assessments that must be carried out in order to comply with the Regulatory Reform (Fire Safety) Order 2005.
The seminar will be of particular value to those who undertake the duties of the “Responsible Person”; those who have involvement in the management of fire safety; anyone involved in property maintenance and management; and persons who may wish to embark on carrying out fire risk assessments as part of their career portfolio.
The seminar will be split into a morning and afternoon session, each of which will be ‘self contained’. The morning session will appeal to all persons who want a general background into fire safety legislation and how it impacts. The afternoon session will provide a more in depth look at the legislative requirements and how these are achieved for those who are thinking of undertaking fire risk assessments either within their organisation or as part of their work portfolio.
The seminars have been approved and accredited by the Institute of Fire Safety Managers (IFSM) and the full day carries 6 hours of life long learning.
Who should attend?
- Person(s) nominated as the ‘responsible person(s)’ under fire safety legislation including Property Managers, Facilities Managers, Building Surveyors, and Managing Agents.
- Those person, either employers or employees, who are in a management position in an organisation and who are responsible either directly or indirectly for the management of fire safety in the buildings.
- Those persons who have an interest in the functions of fire risk assessments either from a general management or an enforcement authority perspective.
- Those persons who may wish to embark on carrying out fire risk assessments as part of their career portfolio.
