The recently tendered contract for the £6.6m Feldon Valley Golf Club development in Banbury, Oxfordshire, consisted of a new hotel, clubhouse extension and refurbishment, and 4Nr 3-bedroom multi-occupancy lodges, together with external works. The project was submitted by Selway Joyce Partnership.

BCIS regularly receives projects where the contract comprises buildings with different functions These are analysed as Complex Contracts within the BCIS database. Every effort is made to prepare a separate analysis for each building type and each analysis shows the total scope and cost of the contract, which will influence the pricing levels.

Each analysis is cross referenced to the other analyses in the contract, which allows BCIS to capture separate analyses, £/m2 rates, and functional unit rates appropriate to each building, e.g. number of bedrooms per house or hotel. The functional unit rate is the total cost of the building excluding external works, with preliminaries apportioned by value and divided by the appropriate functional unit.

The Feldon Valley Golf Cub was tendered on bills of quantities by a selected list of four contractors. The contract was procured using the JCT Intermediate Building Contract 2016 based on a contract period of 60 weeks.

Hotel

The building cost for this 2-storey 13-bedroom, 746m2 detached building is £2,761/m2 (2Q2017). This compares with the average of £1,921/m2 for hotel projects in the BCIS, database, which tend to be larger on average than the current project. The functional unit rate equates to £158,428.85 per bedroom.

Substructure, at £183/m2 includes:

  • mass concrete trench fill foundation.

Superstructure, at £1,306/m2 includes:

  • structural steel column and beam framing
  • prestressed concrete plank flooring
  • flat timber green roofing system
  • combination of facing brick and block cavity walls, profiled cedar rainscreen cladding, aluminium rainscreen cladding and timber curtain external walling
  • double glazed aluminium windows and doors
  • block internal walls and metal stud partitions.

Finishes, at £275/m2 include:

  • plasterboard, skim, ceramic tile and emulsion wall finishes
  • ceramic, natural stone, carpet, vinyl sheet and oak faced engineered timber floor finishes
  • plasterboard and acoustic lined plasterboard suspended ceilings.

Fittings and furnishings, at £200/m2 include:

  • mirrors, lockers, bedroom wardrobes, reception desk and fitted furniture.

Services, at £798/m2 include:

  • sanitary ware
  • LTHW heating and air conditioning
  • electrical including emergency lighting
  • lift
  • data, CCTV, access control, intruder and fire alarms.

Clubhouse extension and refurbishment

The 2 storey 753m2 extension building cost is £1,705/m2 (2Q2017).

Substructure, at £57/m2 includes:

  • mass concrete trench fill foundation.

Superstructure, at £593/m2 includes:

  • structural steel framing
  • prestressed concrete plank flooring
  • tiled pitched roof
  • block insulated cavity walling including cedar weatherboarding and rendered external walls
  • double glazed aluminium windows and doors
  • block internal walls, timber and metal stud partitions.

Finishes, at £261/m2 include:

  • plasterboard, skim, ceramic tile and emulsion wall finishes
  • parquet, ceramic tile, carpet and vinyl sheet floor finishes
  • plasterboard suspended ceilings.

Fittings and furnishings, at £267/m2 include:

  • office, reception, and kitchen fit-out.

 Services, at £527/m2 include:

  • sanitaryware
  • laundry and kitchen equipment
  • LTHW heating
  • electrical
  • data, CCTV, access control, intruder and fire alarms.

4Nr Lodges

The building cost for the 4Nr single storey detached, 3-bed holiday golf club lodges is £3,982/m2 (2Q2017).

Substructure, at £486/m2 includes:

  • Helix Dixie steel screw piles including 3 tonne steel support.

Superstructure, at £1931/m2 includes:

  • 4Nr 106m2 prefabricated buildings
  • prestressed concrete plank flooring
  • Kalzip sheet roofing with timber rain screen cladding
  • rainscreen cedar clad external walls
  • double glazed aluminium windows and doors
  • metal stud partitions.

Finishes, at £380/m2 include:

  • plasterboard, veneer plywood and ceramic tile wall finishes
  • oak veneer and ceramic tile floor finishes
  • plasterboard suspended ceilings.

Fittings and furnishings, at £136/m2 include:

  • fittings including mirrors and bedroom fit-out.

Services, at £1,049/m2 include:

  • sanitaryware
  • LTHW heating
  • electrical
  • data, CCTV, TV services, intruder and fire alarms.

The £/m2 figures include preliminaries, at 11.26% of the remainder of the contract sum excluding contingences, apportioned by cost.
