Competency profiles for implementation of safety management system – a case study in Hong Kong construction sector

Construction is one of the most hazardous industries due to its dangerous work nature. Safety management system (SMS) have been introduced to prevent accident from happening. Project manager and safety practitioners are the key persons for the implementation of SMS in construction projects. The quality of them is crucial for the proper implementation and maintenance of SMS. There was limited work studying the competency profiles for project manager and safety practitioners. This paper presents some results on the identification of competence quality of the two key personnel.

The research strategies used in this study were literature review and structured interview. One Director and ten safety professionals were interviewed to identify the qualities required for a competent project manager and a competent safety manager. The results indicate that the education background of project manager and safety practitioners should be construction related discipline with training on safety management topics.

The most agreed competency quality is the familiarity to construction operations. Other high-prioritized factors include essential soft skills such as good oral and written communication skills, negotiation skills and problem-solving skills. The results are indicative to future development of safety management training, and sustainable safety improvement of Hong Kong construction industry in the long run.
