The report investigates inefficiencies in China’s affordable social housing sector (ASH), identifies causal factors and recommends possible policy solutions.

It presents a brief account of the establishment of the ASH system in China. Using an institutional analysis it seeks to understand the causes of inefficiencies and identify potential solutions.

The study combines desktop research with intensive fieldwork in Guangzhou (South China), Wuhan (Central China) and Beijing.

The results are of relevance to practitioners, policy makers and academics interested in addressing the difficulties faced by China’s ASH sector.
