On November 16, RICS and the International Property Tax Institute (IPTI) hosted the 6th Annual Property Tax Seminar in Downtown Toronto. John Hughes, RICS President-Elect and Jerry Grad, IPTI CEO, opened the morning seminar by welcoming a large crowd of tax professionals and stakeholders from throughout Ontario to the event.

In the first half of the seminar, speakers discussed the future of the appeals process. The first speaker, Grace Marsh (Property Tax & Assessment Supervisor - Town of Newmarket, Ontario) spoke about the role of municipalities in the appeals process. The second speaker, Matt Kanter (Associate General Counsel - Municipal Property Assessment Corporation - MPAC) discussed mediating as a way towards expediting resolutions. The third speaker, Paul Muldoon (Associate Chair - Assessment Review Board - ARB) addressed the Board’s expectations of those participating in a mediation.

The second half of the seminar included additional speakers discussing stakeholder issues and recommendations. Paul Campbell (Director – Centralized Properties, MPAC) provided a review of the Special Purpose Business Property Assessment Review (SPBPAR) Pre-Roll process, including what worked and what didn’t, along with proposed improvements. Michael Brooks (CEO – REALpac) spoke about the importance of property tax fairness. 

Andrea Chow (Senior Economic Analyst - Ontario Ministry of Finance - MOF) provided an overview of issues currently under review including capping, vacancy and rate adjustments in a discussion about the MOF’s Fall Economic Statement. She spoke about the importance that the MOF places on providing municipalities with the tools that they needed to function effectively within current economic conditions.

She also spoke about the MOF’s efforts to increase and improve outreach with stakeholders.

The seminar concluded with a lively Q&A session and an additional opportunity for seminar attendees to network with one another.
