  • Carmela Romano is the Manager, Property Assessment and Taxation, City of Toronto.

  • Jeff Cowan, Weir Foulds: Acts as counsel before administrative tribunals and the trial and appellate courts in many aspects of public law, including professional self-regulation and discipline, judicial review of government decision-making, freedom of information and privacy matters, municipal and provincial planning and environmental approvals, municipal assessment and taxation, health, education, alcohol and gaming, legislative drafting and government relations, and the Canadian Charter of Rights and Freedoms. In addition, Jeff regularly litigates in matters relating to real property, including purchase and sale disputes, lease and contract interpretation, expropriation, valuation, taxation, boundary and ownership issues, Aboriginal land claims, and arbitration proceedings, including acting as an arbitrator and mediator. Jeff has argued many of the leading cases – including in the Supreme Court of Canada – in the areas of tribunal jurisdiction and independence, Ministerial discretion, standard of judicial review, equality rights, constitutionality and interpretation of taxation and valuation legislation and remedies, freedom of information, aboriginal land claims and remedies, ownership of waterfront property, and the interpretation of commercial leases.

  • Jeff Grad is the President of Equitable Value Inc., a property tax consulting and valuation firm headquartered in Toronto, Ontario, Canada. He is also the Chair of the Ontario and Eastern Canada Chapter of the RICS executive, and member of the Ontario executive of the Canadian Property Tax Association. Jeff is a Chartered Professional Accountant (CPA, CA), a Chartered Business Valuer (CBV), a Chartered Valuation Surveyor (MRICS), and a Certified Appraiser (AACI). He formerly was an owner and managing director of a mid-sized Canadian boutique property tax consulting firm, and worked at two of the “Big Four” accounting firms in the income tax and business valuations departments.

  • Malcolm Stadig is Director, Centralized Properties with MPAC and offers the unique perspective as both an accredited appraiser and a certified assessor along with having held positions with both public sector property assessment entities and private sector tax consulting firms. Malcolm holds accreditations with the International Association of Assessing Officers (CAE), Royal Institution of Chartered Surveyors (MRICS), American Society of Appraisers (ASA) and the Institute of Municipal Assessors (MIMA). He is also an instructor with the International Property Tax Institute for a workshop dealing with the cost approach and authored an article for the Journal of Property Tax Assessment & Administration titled ‘Estimating Depreciation for Property Assessment Purposes’. Additionally, Malcolm is currently serving a three-year term as the President of the International Association of Assessing Officers (“IAAO”) Ontario Chapter Board Executive.

  • Melissa VanBerkum is a partner with Conway Davis Gryski, Barristers, in Toronto. She is a Certified Specialist in Municipal Law – Local Government. She specializes in property assessment and municipal taxation litigation, after having spent several years in private and public practice focusing on areas of municipal planning and development, procurement and construction and by-law licensing/ enforcement.

  • Phillip Sanford, McCarthy Tetrault, is a partner in the Municipal Group in Toronto. His practice focuses on municipal property tax appeals, property tax recovery disputes and commercial rent review arbitrations. Phillip represents many of Ontario’s largest commercial and industrial enterprises. He also advises various municipalities and Crown corporations. Phillip is a frequent lecturer before public, educational and professional associations, including the Law Society of Upper Canada, the Institute of Municipal Assessors and the Canadian Property Tax Association. He is a member of the Advocate’s Society and frequently appears before the Assessment Review Board, Ontario Municipal Board and before Ontario’s civil courts. Phillip received his BA from Carleton University in 1972 and his LLB from the University of Ottawa in 1976.
