RICS wish to clarify that there is no association with, and the publication does not relate to, Mr Graham Palmer of Palmer Quantity Surveyors, Broomhedge, Moira, and RICS apologises for any confusion caused.

The Panel heard the case against Mr Palmer, by way of written representations. The Disciplinary Panel considered whether Mr Palmer was liable to disciplinary action under RICS Bye-Law 5.2.2(d), by reason of having been convicted of 14 criminal offences, of which six offences were contrary to Article 71(3) of the Sexual Offences (Northern Ireland) Order 2008, seven offences were contrary to Article 3(1)(a) of the Protection of Children (Northern Ireland) Order 1978 and one offence was contrary to Article 15(1) of the Criminal Justice (Evidence, etc) (Northern Ireland) Order 1988.

The Panel found Mr Palmer liable to disciplinary action and expelled Mr Palmer from RICS. The Panel ordered Mr Palmer to pay a contribution towards RICS’ costs.
