Haroon Niazi FRICS, Chair

Haroon is a chartered quantity surveyor with more than 18 years of experience in the construction industry, as part of his current role at HKA he leads the Construction Claims and Expert Service Line across the Europe, Middle East and Africa region comprising a team of over 200 consultants. He is dual qualified as a Chartered Quantity Surveyor (FRICS) and as a barrister; therefore, well placed to provide advice and opinion in relation to the most complex of construction disputes.

Haroon has experience in all forms of dispute resolution and excellent knowledge of the JCT, NEC, FIDIC, the Saudi Public Works Contract, and the Saudi Aramco standard form contracts.

Haroon specialises in the quantification of construction cost claims, and he supports
clients across various market sectors, from power, oil and gas to major buildings and infrastructure projects. He has been named in the Who’s Who Legal (WWL) Construction Expert Witnesses list for 2020, 2021, 2022 and 2023.

Haroon holds a masters in both law and quantity surveying. He is a fellow of the Royal Institution of Chartered Surveyors and a member of the Honourable Society of the Middle Temple. Haroon was awarded HKA’s 2014 Worldwide Consultant of the year award for his achievements and has been named one of the top 100 most influential construction leaders in the Middle East by Construction Week.

As a Partner in one of the World’s largest law firms, Suzannah's work on disputes across the Middle East spans construction and engineering in energy and processing facilities; hard infrastructure; social infrastructure and complex world first- type developments. She acts for contractors, engineering companies, specialist sub-contractors, and developers. Suzannah primarily handles disputes in arbitration (ad-hoc as well as those in major international and Middle East based institutions) and everything which comes with that including strategy setting, engaging in mediation and negotiations and reporting to client's boards. Suzannah is a Solicitor of the Senior Courts of England and Wales and has been based in the Middle East since 2010. She is well known as a thought leader in the construction industry. With over 17 years of experience, Dr Tarek has worked in Consulting, Business Development, Valuation, and Project Management for several multinationals and consulting firms. Utilising a solid engineering foundation and an aptitude for business and strategy. He is now the managing director at Global Appraisal Tech (GAT), one of Egypt's top asset valuation firms, leading teams in real estate appraisals, machinery and equipment valuation, project management and feasibility studies. Under his direction, GAT has appraised hundreds of projects. Some were development, commercial, residential, plant and equipment assets, and operating hotels, hospitals, factories, and more. Dr Tarek is a member of the RICS MEA World Regional Board and the RICS Egypt Market Advisory Panel. He is a Faculty Trainer for valuation courses in the RICS Academy, a councillor, and an assessor for the RICS APC. Fatima Balfaqeeh is a UAE-certified advocate specializing in arbitration, mediation, and business consulting. Fatima is an Adjunct Lecturer in Law in Middlesex University Dubai and has over 20 years of experience working in government and semi-government entities in Abu Dhabi, where she led contract and procurement functions with a focus on dispute avoidance and corporate governance. She has extensive experience in commercial, legal, and operational matters across various sectors, including construction, finance, and banking. After pursuing a law degree, Fatima became a certified independent arbitrator and commercial mediator. She is a Chartered Arbitrator of the Chartered Institute of Arbitrators (CIArb), a member and Chartered Facilities Management Surveyor of the Royal Institute of Chartered Surveyors (RICS), and a Fellow of the Chartered Institute of Procurement and Supply Chain (CIPS). Fatima is a highly respected advisor in the ADR, legal, and governance fields and holds many posts with national and international organizations. In 2018, Fatima founded her consultancy, which later evolved into a fully-fledged law firm operating in the UAE.

As a well regarded global professional, Louise has led development project teams in London since 2000, the Middle East (Dubai, Abu Dhabi, Riyadh) since 2008 within global organisations and local government developers before launching her own project management consultancy in 2018. Louise is a strong advocate for the industry as a whole and is dedicated to gender equality and supporting the next generation of development and built environment leaders. Passionate about lifelong learning and continuous improvement, she is currently undertaking an Executive MBA at Said Business School, University of Oxford. Louise follows economics, business strategy and the Middle East real estate investment market, and currently works as Managing Director of AQUILA, her own consultancy.

Craig Finlayson

Craig joined Currie & Brown in Glasgow, UK and was fortunate to work on many types of projects across different sectors – from healthcare to retail, from new builds to refurbishments. Craig moved to the Middle East region when he transferred to Currie & Brown’s Dubai office in 2008. Initially he was a Senior Cost Manager and has in this timeframe progressed up to Senior Director in January 2022. Craig has always been instrumental in supporting Currie & Brown’s graduates on the RICS APC programme. He is involved in the roll-out of the Currie & Brown programme throughout the Middle East and acts as counsellor to a number of APC candidates. Craig was appointed onto the RICS MEA World Regional Board in 2020.

Bernadette who holds a Masters Degree in Valuation & Property Management, is a Chartered Surveyor and Registered and Licensed Valuer in Kenya with 40 years’ experience in Real Estate Valuation and Consultancy in SSA with specialisation in valuation of Wildlife Conservancies and Conservation Easements and an expert in valuation related disputes. Bernadette is Board Member International Valuation Standards Council- IVSC representing SSA where her role among others is to promote Valuation Standards in SSA. Currently Bernadette is a member of Tax Appeals Tribunal where together with other members hears and determines tax related disputes in Kenya. Prior to joining the Tribunal she was the RICS Partner Development and Public Affairs Manager in Sub Saharan Africa up to December 2023. Bernadette also served as the Director and Head of Valuations at Knight Frank Kenya where she was involved in valuations in most of the African Countries where Knight Frank was not represented such as Seychelles Mauritius Ethiopia Eritrea South Sudan Ivory Coast and Democratic Republic of Congo. Bernadette is passionate about Real Estate Valuation and Consultancy and in her career she has trained and mentored many young professionals who aspire to take up a career in real estate in East Africa. In this regard and in appreciation of her successful career, she was awarded Moran of the Burning Spear (MBS) by the President of the Republic of Kenya in 2006.

Shamas Khan is a real estate professional with over 16 years of experience in appraising and managing real estate across the EMEA region. Shamas has spent over a decade working in the Kingdom of Saudi Arabia, where he has contributed significantly in various capacities to the growth of the real estate sector. Currently serving as the valuation lead at Roshn, the Kingdom’s national developer powered by the Public Investment Fund (PIF), he oversees the valuation of the land bank and conducts appraisals on sites considered for acquisition. Claire is a general practice Chartered Surveyor and Fellow of the RICS (2011) with two decades working in the GCC region. With specialisms in asset management, real estate strategy, development advisory, operator management, corporate real estate, and complex transactions, her experience encompasses the entire real estate asset lifecycle of mixed-use portfolios including office, residential, retail, education, industrial, hotel and leisure assets. Claire is currently Head of Property & Leasing at Masdar City, one of the world’s most sustainable real estate clusters. Prior to this she held senior positions in two of the UAE’s top tier developer investors, along with international consultancy roles advising global corporate, government, and sovereign entities on asset performance optimization. She has supported numerous candidates through the APC process and has been a RICS Assessor for many years. She is a dedicated advocate of upholding professional standards, ethics and continuing professional development. He is a Fellow since 2011 and has been actively involved with various RICS activities including, APC process, mentoring of APC aspirants, CPD activities etc. Dharmendar has previously served on Regional Educational Standards Board from 2012 to 2014 and has been on UAE National Board (Market Advisory Panel) since 2018. He is currently serving as the Chair of UAE Market Advisory Panel. In his leisure time, Dharmendar likes to mentor young professionals, drive through fascinating UAE mountains and deserts and travel to other exotic destinations of the world.

Jonathan is a Chartered Project Manager, from a Building Surveying background, with 16 years of experience within the property and construction industry. Jonathan has experience across a wealth of sectors, including hospitality, commercial, industrial and residential, delivering new build and fit out/refurbishment projects from concept to completion. He has also worked in varying roles across these projects, mainly as the PMC project lead, with contract administration duties, and on occasion imbedded into the design team organisation. Having relocated to the region in 2021, Jonathan brings a UK perspective on best practice. His goal during his time as part of the Panel is to implement positive change in industry health and safety and sustainability, to ensure a safe environment for those working in the industry, and future proofing the needs of those living in the region. Additionally, Jonathan would like to increase member engagement and awareness of the RICS to Project Managers in the region, raising the bar for the profession and to increase client confidence in the delivery of projects.

Adrian has over 40 years of property experience and is a real estate surveyor and RICS Registered Valuer who has been based in the Middle East for 15 years, with the last 10 years working in Qatar at Director level in international real estate consultancies and client companies. Adrian is a specialist in retail property and has considerable expertise in providing general real estate advice, property valuations, property research, leasing and selling and feasibility studies. He has worked at Country Director level for Colliers International, Savills, Knight Frank and Chestertons in the Gulf region.

A highly motivated and capable MRICS Chartered Valuation Surveyor with over 11 years of experience in real estate consulting and valuation across the Middle East and Russia. In addition, I have experience working on a client-side, such as master-plan developers and an institutional investor. I hold an MSc in Finance and Investment from the University of Edinburgh and a Chartered Alternative Investment Analyst Level I. Most recently I have completed Dirty Money School by Transparency International. Having worked in real estate across a number of emerging markets, I have always been enthusiastic about RICS as a way to provide international standards. Since Chartered Surveyors in Qatar and the GCC, in general, are mostly valuers, I believe I can offer a fresh perspective on how to broaden the RICS membership across different pathways and in companies other than consultancies. After joining the Market Advisory Panel, I have successfully converted a number of colleagues into real estate AssocRICS candidates from backgrounds currently not represented amongst members. I am an enthusiastic supporter of the National Association for Women in Construction (NAWIC) Qatar. Finally, I am due to deliver my third guest lecture at the Qatar University School of Engineering to the female students.

Adrian Tan MRICS

Adrian has been in Qatar since 2010 and is the current General Manager of CBM Qatar, bringing Singapore’s facilities management technology and services to its esteemed clients in Qatar. His expertise lies in determining facilities management scope of work for his client and in delivering top class quality and services to ensure operational readiness and prolonging the asset life cycle of their building assets. He is also a co-founder of the Singapore Business Council in Qatar and a registered Global Mentor under the National University of Singapore’s Global Mentorship Programme to guide the next generation of leaders. Prior to joining CBM, Adrian was a Diplomat appointed by the Singapore Government’s Ministry of Foreign Affairs to the State of Qatar. Adrian is an investor and also an advisory board member of Skydrops Sustainable Water Technologies, a sustainable water-manufacturing start-up company in Qatar specializing in extracting water from air. Apart from work, Adrian’s personal achievement includes participating in the Clippers Round-the-World Ocean Yacht Race and sees him certified in Yacht-Masters Worldwide Navigation by the British Royal Yachting Association and a successful crossing of the Atlantic Ocean on a non-powered vessel. He is also an Advanced-Level PADI Diver with Nitrox Certification

Based in Qatar for over ten years Martin has over 35 years’ experience in construction and maintenance, specialising in Facilities Management (FM). Martin has become a ‘go to’ person for FM Consultancy and advice in Qatar, and takes a keen interest in the development of Sustainable solutions’, recently developing the FM strategy for the FIFA 2022 World Cup Facilities. Ahmed is the Chair of the Egypt Market Advisory Panel and is the Managing Director of AAA Consultancy, a company he started in 2012, being the first local regulated surveying firm in Egypt. A chartered construction / quantity surveyor and member of the Royal Institution of Chartered Surveyors (RICS) and the Chartered Institute of Arbitrators (CIArb) with twenty years of experience in construction / cost consultancy and quantity surveying. He also holds an accredited MBA degree in Finance & Investment. For the last 10 years, Ahmed has been representing the RICS in the Egyptian market as a pioneer surveying entrepreneur, establishing the first RICS regulated national practice, and being board member of the MENA Construction Working Group and Cost Prediction Professional Statement Working Group. Ahmed has been a Board Member of the RICS QS/Construction Professional Group, a group reporting to RICS Director concerned with all issues related to the construction industry in the region. Ahmed has also been part of the committee producing one of RICS’ latest published professional statements, The Global Cost Prediction professional statement 1st edition.

Amr began his career in 2000 after completing his study of Architecture. In 2006 Amr began studying contracts and law at the American University in Cairo and completed CLAC programme. In 2008 Amr moved to the position of a site contract administrator with one of Bechtel affiliated companies in Egypt where he spent 7 years as client representative in power plant projects. In 2015 Amr Joined Hassan Allam Construction, one of the top construction firms in the Middle East in Egypt. He serves now as head of claims at Hassan Allam Construction. Amr has a Bachelor of Science in Architecture. He is a certified project management professional (PMP) and a member of the Royal Institute of Chartered Surveyors (MRICS).
