The Regulated Member has admitted the following breaches of the Rules of Conduct, accepted liability for disciplinary action, and the imposition of a Regulatory Compliance Order for the following:
1. Between 2007 and January 2024, Paul Shepherd provided surveying services to the public from an unregulated firm, Paul M. Shepherd Chartered Surveyor, of which he was the sole principal. In doing so, he failed to comply with his professional obligation to apply to register his firm for regulation when he was required to do so.
Contrary to Rule 3 of the Rules of Conduct for Firms 2007 and Rule 1 of the Global Rules of Conduct with effect from 2 February 2022.
2. Between 1 November 2011 and January 2024, Paul Shepherd carried out approximately 100 or more valuations each year. In doing so, he failed to comply with his professional obligation to apply to join RIGS' Valuer Registration Scheme when he was required to do so.
Contrary to Rule 3 of the Rules of Conduct for Firms 2007 and Rule 1 of the Global Rules of Conduct with effect from 2 February 2022
Outcome: Regulatory Compliance Order (RCO)
This requires the Regulated Member to accept a reprimand, contribute £350 towards the cost of investigation, and agree to publication of a summary of the Order for a period of 12 months.
