James Hughes MSc MRICS - Chair

Senior Director, JLL

James is the current Chair of the London Regional Advisory Board and brings nearly two decades of property industry expertise to his role. Based in Central London for the past 15 years, he currently holds the position of Senior Director at JLL within their Value and Risk Advisory department, where he specialises in the retail sector. James holds a Physics degree from the University of Manchester and completed his real estate postgraduate studies at the University of Reading. Throughout his career, he has worked at leading multi-disciplinary property consultancies including Cushman & Wakefield and CBRE, building extensive experience across the commercial property industry. His clients span institutional investors across the UK funds and REITs, who he has advised across all property sectors. James began his career at a Northwest based SME focusing on residential survey and valuation before relocating to London and moving into commercial surveying. He has a keen interest in how technology can shape the future of the industry and contributed his expertise when advising a FinTech AI startup in the City on the development of an AI-powered valuation platform. James has been an active member of the RICS for many years, notably he served as Chair of RICS Matrics London group from 2017 to 2018 and continues to champion efforts to promote the profession to young people while advancing diversity initiatives within the sector.

Anthony Opoku-Owusu MRICS

Anthony is a Chartered Project Manager (MRICS) with over 15 years’ experience delivering complex commercial, healthcare and residential projects across the UK. He works client side at Phillips 66, leading major construction and real estate programmes, including office fit outs and EV infrastructure. Anthony has strong expertise in contract administration, project governance and regulatory compliance, with deep knowledge of JCT contracts, and CDM. His career spans client and contractor roles at MID Group, Mace and Barratt London. He is committed to professional standards, member engagement and advancing the surveying profession in London.

Dorian Dreyfuss MRICS

Dorian is a Chartered Project Management Surveyor with over 20 years’ experience delivering complex hotel development and construction projects across the UK and Europe. He is currently Head of Project Management at Enterprise Land, leading pan-European hospitality and student accommodation developments. Previously, Dorian was Director of Project Management for the Hotel and Leisure division at Principal Real Estate Europe. He began his career at Resident Hotels before joining Capital & Provincial, where he worked on major projects for London’s Great Estates. Dorian holds an MSc in Real Estate Development and is also a member of the Chartered Institute of Procurement and Supply.

Kevin A Foster BSc (Hons) MRICS

Development Director, LocatED

Kevin joined the London Regional Board in 2025. Based in London, but having worked across the UK, Europe and internationally, he brings a wealth of experience in development and re-generation, working in both the private and public sectors. An accomplished property professional, with a blend of strategic leadership, technical expertise, and entrepreneurial drive, Kevin was a Director at Jones Lang La Salle before setting up and managing a new private investment and development company for overseas investors. Kevin is currently the Development Director of LocatED, an arm’s length body to the Department for Education. In this role, he leads on the delivery of mixed-use education led schemes, estates strategy advice for the education sector and working across government to deliver new housing and social infrastructure. Acting as an APC assessor and supporting graduate and apprentice surveyors, he actively works to support greater diversity in the profession through mentoring and participation in a range of events including early careers networking.

Michael Gallucci LLM MRICS MCIArb MAE MPD

Michael is a Chartered Quantity Surveyor and accredited Mediator with over 30 years’ international experience in construction law and dispute resolution. As Founder and Managing Director of MPG, he acts as an Expert Witness in quantum, delay, and building disputes across the UK, Middle East, and Europe. A regular appointee in high-value claims, Michael has testified in High Court and international arbitrations. He is a member of the RICS London Board, the Academy of Experts, and Prime Dispute, bringing deep technical insight and trusted leadership to complex construction conflicts.

Mina Janeska CAIA FRICS

Founder and CEO, Nvisio

Mina has over two decades of experience in the real estate and data centre sectors. She is the founder of Nvisio, an advisory firm specialising in the intersection of real estate, digital infrastructure and sustainable energy investment. Concurrently, she serves as Senior Advisor to Blue Acquisition Corp (Nasdaq: BACC.U). Previously Commercial Director at Global Switch, she oversaw performance and investment across an international data centre portfolio. Her earlier career included senior roles at Fidelity International and Cording Real Estate Group (now Edmond de Rothschild REIM), managing institutional and private equity portfolios.

Parvinder Khalsa MRICS

Parvinder has built a broad career across commercial, public, and residential property sectors, with over 14 years’ experience in building consultancy, project delivery, and professional leadership. Now an Associate Director at Avison Young, he combines technical expertise with insight shaped by senior roles in global multidisciplinary consultancies. A Chartered Building Surveyor with an MBA, Parvinder is passionate about developing future talent and supporting a modern, inclusive profession. He has supported members through the APC process and other mentoring initiatives, helped shape careers within the built environment, championed social value projects, and embedded digital innovation in his work. He brings a fresh, delivery-focused perspective to the RICS Regional Board for London while remaining committed to giving back to the profession and engaging the next generation of members.

Selina Baptiste MRICS

Selina is a Chartered Quantity Surveyor with over 15 years of experience in the Built Environment, encompassing both Main Contracting and Consultancy. She has worked on projects in the Super Prime Residential sector, Office Fit-Out, Private and Public Sector Refurbishments, and Public Sector Frameworks. Her clients and stakeholders have spanned the UK, Europe, and the US. As a former Committee Chair for Schools and Universities within MATRICS London, Selina dedicated time to bringing awareness to students, career seekers, parents, and career advisors about the various roles in surveying. She continues to support the RICS Early Engagement team at events and talks. As an APC Assessor and advocate for diversity and inclusion in the Built Environment, Selina has participated in mentorship programs to support and guide those entering the profession. She is committed to addressing the challenges of unconscious bias and discrimination by promoting the benefits and passion of pursuing a career in surveying.

Megan Hembrow

Aston Lucas-Read MRICS

Aston Lucas-Read is a Regional Director in Estimating & Cost Advisory at AtkinsRéalis and a Chartered Quantity Surveyor with more than 15 years’ experience across major infrastructure, transport, utilities, energy, healthcare and aviation. He specialises in cost management, strategic estimating, cost intelligence, benchmarking, commercial assurance, business cases, and programme and portfolio assurance. Aston has held senior leadership roles at AtkinsRéalis, KPMG and Arcadis, advising boards, government departments and executive teams on nationally significant investments. His experience includes leadership roles on HS2, the New Hospital Programme, East West Rail, Crossrail, Network Rail, Transport for London, Heathrow Airport, National Grid and major UK water programmes. Internationally, he has supported Canada’s planned high-speed rail investment and delivered forensic assurance on the Chernobyl New Safe Confinement project. Throughout his career, Aston has built and led multidisciplinary teams, developed cost and assurance capabilities, and championed innovation and professional standards. His achievements include helping to secure major business case and legislative approvals, contributing to the British Standard for Estimating, and creating an award-nominated benchmarking tool. As a non-executive member of the RICS London Board, Aston brings strategic leadership, technical expertise and a strong commitment to advancing the profession, developing future talent and improving outcomes for clients and communities.

Trevor McClymont MSc MRICS

Trevor McClymont is a Chartered Surveyor with more than 35 years’ experience across property development, construction, regeneration, planning and strategic asset stewardship, with particular experience in residential development and the delivery of complex projects. He is Development Director at Ktesius Projects and Founder and Principal of Res Publica Partners, an independent institutional advisory practice focused on governance, development and the long-term stewardship of assets and places. Trevor also brings substantial board and governance experience. He is Chair of Trustees at Reaching Higher and a member of the Risk & Audit Committee of BMS World Mission. Previously, he was a Non-Executive Director of Central & Cecil Housing Trust, where he chaired the Investment Committee and served on the Audit & Risk and Remuneration Committees. His work brings together commercial judgement, development, planning and governance with a strong interest in how the built environment creates enduring public value. As a member of the RICS London Regional Advisory Board, Trevor brings a particular interest in London’s growth, housing and infrastructure needs, widening participation in the profession, strengthening public confidence in the built environment, and encouraging longterm stewardship in the decisions that shape the capital.

Chris Berriman Dip Surv (CEM) FRICS

I have been a Fellow of the RICS since 2015, having become a Chartered Surveyor in 2000 following the merger of the RICS with the ISVA. I am now a consultant auctioneer with Allsop LLP, where I have worked since 1987. I have been a practicing residential property auctioneer for nearly four decades and have sold around 30,000 lots under the hammer. I also spent ten years conducting auction sales in Dublin. I was Managing Partner at Allsop for 18 years. I live in Wandsworth Common with my wife and our wheaten terrier, have two daughters, am a season ticket holder at Wolverhampton Wanderers, am a member at Surrey CCC and enjoy golf, live music and the theatre.

Michael V. Whitson MA MSc FRICS FCI Arb (Ret.)

I am employed by London Metropolitan University as Senior Lecturer in Real Estate. I am also Course Leader for their undergraduate and postgraduate Real Estate degree courses. These Real Estate courses are relatively new, and only last year we received accreditation from the RICS. In fact, it will not be until July 2027 when we will see our first students graduate with a BSc (Hons) in Real Estate. In addition, to joining the London Regional Advisory Board, I am also a member of the RICS University Accreditation Panel and act as Chair/Assessor for the APC. Interestingly, I have spent most of my professional career in private practice based in London, and for some twenty years I ran my own consultancy. My experience includes valuation, commercial real estate practice, investment and arbitration. In fact, I was a member of the President’s Panel of Dispute Resolvers. Whilst I undertook some ad hoc teaching before COVID, it was during lockdown that I became interested in teaching full time, first at what is now the University of the Built Environment, second at the University of Westminster, and now at London Metropolitan University. Consequently, I am in a rather unique position of offering a practitioner – academic breadth of experience concerning the world of surveying. Outside of this, I am a Liveryman being a member of the Worshipful Company of Gold and Silver Wyre Drawers and currently serve on their Charity Fundraising Events Committee. In addition, I am also Vice President of the Bishopsgate Ward Club. Both organisations are based in the City and not only organise various social activities for their members but also support the Lord Mayor and the Sheriffs.
