Senior Director, JLL
James is the current Chair of the London Regional Advisory Board and brings nearly two decades of property industry expertise to his role. Based in Central London for the past 15 years, he currently holds the position of Senior Director at JLL within their Value and Risk Advisory department, where he specialises in the retail sector. James holds a Physics degree from the University of Manchester and completed his real estate postgraduate studies at the University of Reading. Throughout his career, he has worked at leading multi-disciplinary property consultancies including Cushman & Wakefield and CBRE, building extensive experience across the commercial property industry. His clients span institutional investors across the UK funds and REITs, who he has advised across all property sectors. James began his career at a Northwest based SME focusing on residential survey and valuation before relocating to London and moving into commercial surveying. He has a keen interest in how technology can shape the future of the industry and contributed his expertise when advising a FinTech AI startup in the City on the development of an AI-powered valuation platform. James has been an active member of the RICS for many years, notably he served as Chair of RICS Matrics London group from 2017 to 2018 and continues to champion efforts to promote the profession to young people while advancing diversity initiatives within the sector.
Director, EK Reinstatement Cost Assessment Ltd
James Paul is a Chartered Building Surveyor, a London Regional Board Member for RICS and Director of EK Reinstatement Cost Assessment Ltd, part of Earl Kendrick. He set up Proper Talk in 2023 with fellow industry peers to provide engaging live panel discussion on topical insurance issues in a travelling roadshow format with a live audience. He was very active in RICS Matrics around 10-15 years ago and supports and encourages younger APC level surveyors to fulfil their ambitions of becoming full professional members of the RICS.
Estates Director, Grundon Waste Management Ltd
Philip is a Chartered Minerals & Waste Surveyor. He is a Board Director of Grundon, an environmental services firm, where he leads the Estates, Planning and Engineering teams as well as Grundon Sand & Gravel, an associated quarrying business. Philip studied Land Economy at Aberdeen University, going on to work as a researcher in the Scottish and Westminster parliaments. He worked for Lidl foodstores, becoming a Property Director, before joining a regional waste management firm as Operations Director. He is a Fellow of the Institute of Quarrying, a Chartered Company Director and a Chartered Resource & Waste Manager.
Associate Director, Avison Young
Rosemary Silver studied history at UCL, and then a post graduate qualification in surveying to become a chartered surveyor. She has worked as a building surveyor since then and currently works in the City of London office of Avison Young, (formerly GVA). Rosemary carries out pre acquisition surveys, inspections of buildings for dilapidations and administers building contracts. Recent projects include monitoring a two year external renovation project at Liberty’s department store, administering central London building contracts for external works and decorations to blocks of flats, making planning applications for listed buildings and a large roofing project in Exeter. in March 2023 Rosemary joined Marion Ellis FRICS to publicise Women In Surveying (WIS), a networking group for female chartered surveyors and women undertaking surveying studies and APC training. On 7 December 2023 Rosemary organised an event for WIS with Marion Ellis, on ‘Sustainable Construction and Sustainable Fashion’ with a fashion show using designer pre worn clothing from PopUp 38 charity shop. The event sold out with 130 attending and around £1,000 was raised for Lapis Lazuli Schools, who educate girls and boys in Kabul. Funds to build the schools and run them are raised by sales of sustainable fashion from PopUp 38. A fashion show with DJ first, for the RICS HQ! Rosemary is Deputy Chair of the London Branch of the National Association of Women In Construction (NAWIC), and in 2019 she organised a conference at the RICS HQ for 200 women with NAWIC. The recent changes to the RICS now encourage members to join and lead the organisation, so in July 2023 Rosemary applied to join the RICS London Board. She is now a member of the London Board and Building Surveying and Building Control PGP. It is her aim to increase collaboration and knowledge sharing, by networking with other RICS panels, lawyers, engineers and architects and inviting them into the RICS London HQ, which she believes should be the second home for chartered surveyors. As a member of the Building Surveying and Building Control Panel, her interests are in sustainable construction and improvements and knowledge sharing in fire safety, following the tragedy at Grenfell Tower.
Anthony is a Chartered Project Manager (MRICS) with over 15 years’ experience delivering complex commercial, healthcare and residential projects across the UK. He works client side at Phillips 66, leading major construction and real estate programmes, including office fit outs and EV infrastructure. Anthony has strong expertise in contract administration, project governance and regulatory compliance, with deep knowledge of JCT contracts, and CDM. His career spans client and contractor roles at MID Group, Mace and Barratt London. He is committed to professional standards, member engagement and advancing the surveying profession in London.
Dorian is a Chartered Project Management Surveyor with over 20 years’ experience delivering complex hotel development and construction projects across the UK and Europe. He is currently Head of Project Management at Enterprise Land, leading pan-European hospitality and student accommodation developments. Previously, Dorian was Director of Project Management for the Hotel and Leisure division at Principal Real Estate Europe. He began his career at Resident Hotels before joining Capital & Provincial, where he worked on major projects for London’s Great Estates. Dorian holds an MSc in Real Estate Development and is also a member of the Chartered Institute of Procurement and Supply.
Development Director, LocatED
Kevin joined the London Regional Board in 2025. Based in London, but having worked across the UK, Europe and internationally, he brings a wealth of experience in development and re-generation, working in both the private and public sectors. An accomplished property professional, with a blend of strategic leadership, technical expertise, and entrepreneurial drive, Kevin was a Director at Jones Lang La Salle before setting up and managing a new private investment and development company for overseas investors. Kevin is currently the Development Director of LocatED, an arm’s length body to the Department for Education. In this role, he leads on the delivery of mixed-use education led schemes, estates strategy advice for the education sector and working across government to deliver new housing and social infrastructure. Acting as an APC assessor and supporting graduate and apprentice surveyors, he actively works to support greater diversity in the profession through mentoring and participation in a range of events including early careers networking.
Michael is a Chartered Quantity Surveyor and accredited Mediator with over 30 years’ international experience in construction law and dispute resolution. As Founder and Managing Director of MPG, he acts as an Expert Witness in quantum, delay, and building disputes across the UK, Middle East, and Europe. A regular appointee in high-value claims, Michael has testified in High Court and international arbitrations. He is a member of the RICS London Board, the Academy of Experts, and Prime Dispute, bringing deep technical insight and trusted leadership to complex construction conflicts.
Founder and CEO, Nvisio
Mina has over two decades of experience in the real estate and data centre sectors. She is the founder of Nvisio, an advisory firm specialising in the intersection of real estate, digital infrastructure and sustainable energy investment. Concurrently, she serves as Senior Advisor to Blue Acquisition Corp (Nasdaq: BACC.U). Previously Commercial Director at Global Switch, she oversaw performance and investment across an international data centre portfolio. Her earlier career included senior roles at Fidelity International and Cording Real Estate Group (now Edmond de Rothschild REIM), managing institutional and private equity portfolios.
Parvinder has built a broad career across commercial, public, and residential property sectors, with over 14 years’ experience in building consultancy, project delivery, and professional leadership. Now an Associate Director at Avison Young, he combines technical expertise with insight shaped by senior roles in global multidisciplinary consultancies. A Chartered Building Surveyor with an MBA, Parvinder is passionate about developing future talent and supporting a modern, inclusive profession. He has supported members through the APC process and other mentoring initiatives, helped shape careers within the built environment, championed social value projects, and embedded digital innovation in his work. He brings a fresh, delivery-focused perspective to the RICS Regional Board for London while remaining committed to giving back to the profession and engaging the next generation of members.
Selina is a Chartered Quantity Surveyor with over 15 years of experience in the Built Environment. Encompassing expertise predominantly within Main Contracting and Consultancy. She has worked on projects spanning from Private and Public Residential, Commercial property, Education and Corporate Real Estate. With clients and stakeholders engagement spanning the UK, Europe, and the USA. As a newly appointed member of the RICS London Regional Advisory Board, Selina is not only committed to supporting RICS Member, she is also an advocate for diversity and inclusion and participated in mentorship programs to support and guide those entering the profession. She is committed to addressing the challenges of unconscious bias and discrimination by promoting the benefits and passion of pursuing a career not just surveying, but the built environment as a whole.
