Kevin Brogan FRICS

Chair

Kevin Brogan leads the Group Risk and Compliance function of Herron Todd White Australia (HTW) and is a well-respected market commentator within the Australian property industry. He has provided commentary for print, radio and television media. With over 30 years of property experience, Kevin brings a rich history and unmatched depth of knowledge to HTW. Kevin has served as the Residential Strategy Seat on the Royal Institution of Chartered Surveyors (RICS) Governing Council for four years and is currently a member of the RICS Asia Pacific World Regional Board, Chair of the RICS Australasian Advisory Board and a member of the RICS Australian Valuation Advisory Forum. He is also a Global Ambassador for LionHeart. Kevin has also served as Chair of the Australian Property Institute (API) South Australian Committee and is a current member of various API committees and working groups that have reviewed International Valuation Standards, the API Code of Ethics and Rules of Professional Conduct. He is a former City Valuer for Adelaide City Council, Commercial Property Valuer with Colliers International and Principal, Valuation Policy and Compliance / Residential Property Market Commentator for CoreLogic.

Brigitte Meszaros MRICS

Brigitte Meszaros has held several senior leadership positions in the AECOM Australian business; a Fortune 500 global infrastructure consulting company. She is a recognised leader who inspires and empowers teams to achieve new heights. With over 30 years’ experience in strategic planning, project management, contract management, construction management, design, technical reporting, and facilities management working both client side and consulting. A problem solver and strategic thinker with a strong focus on creating an environment for success. Brigitte is the Director - Civil and Major Projects Practice Lead for Civil Infrastructure in AECOM Victoria working on Australia’s largest civil Infrastructure projects including Transport, Defence, Aviation and Energy. She is also the Major Projects Practice Lead creating a collegiate environment focussed on continuous improvement in Major Projects Delivery. Previously, Brigitte was the Group Director leading the Project and Program Management team for Victoria, South Australia, and Tasmania.

Damian Kelliher FRICS

An accomplished executive leader with experience in operations, finance, strategic marketing, work winning, private and public contracting, human resources, industrial relations, HSEQ, IS&T and vendor / client relationships. Results oriented and decisive leader with proven success in the ability to quickly distil issues and devise strategies for resolution, a team player with an emphasis on collaborative approaches to problem solving, a strong value of loyalty and diligence in relation to working towards “best for project” outcomes rather than individual goals and agendas and ability to lead teams in an efficient and effective manner. Damian has been involved in two RICS accrediation development programs being implemented across orgnisations and has recently achieved “Fellowship” status with the RICS.

John Goddard FRICS

John Goddard FRICS - independent building consultant, project manager and sustainability advisor in commercial property. Sole trader since 2007, before which he established and ran Building Consultancy Australia developing technical due diligence in Australia and project managing commercial building refurbishment. John is a strong advocate for high standards of sustainability in existing commercial property - the other 98%. He worked closely with the GBCA on their Green Star Performance tool. John was chair of the RICS Sustainability Group Oceania (2005 - 2018) promoting sustainability and producing guides to sustainable performance in commercial property. John is chair of the RICS NSW Member Engagement Group and a member of the RICS Australasia Advisory Board. Other interests include cycling, water sports, birds and photography.

Lewis Skittrall FRICS

A specialist professional in commercial management, Lewis leverages his extensive industry experience in both Australian and Overseas markets to implement a strategic approach to enhance commercial and operational delivery. Integrating a robust operational background with comprehensive commercial knowledge, Lewis systematically evaluates opportunities for process improvement, aiming to optimize the efficiency of project teams. His contributions span from macro-level time management considerations to intricate individual personnel management, thereby advancing business process management practices within the industry. Lewis is the chair of the RICS South Australia Member Engagement Group.

Tracy Morrah MRICS

In her role as National Leasing Manager for Stockland, Tracy is currently leading Stockland’s flagship workplace development leasing strategy at MPark. Through her international experience, Tracy has developed a broad range of property skills over her 25 years in the industry. From mixed-use development valuation in the Middle East and Africa, to Investment Management in the United Kingdom, to delivering commercial outcomes on behalf of owners and occupiers across New Zealand and, more recently, formulating and executing occupier office leasing strategy throughout Australia. Tracy is also supporting the next generation of RICS professionals via her role chairing assessment panels.

Yuli Xu MRICS

As a seasoned investment analyst at Dexus, specializing in retail investment analytics, property finance, and valuation, I am excited to bring my expertise to the RICS Australasia Advisory Board. My commitment to RICS is evident through active involvement in the Victorian Member Engagement Group since 2017, where I have played a pivotal role as Co-chair since late 2022. I am dedicated to contributing valuable insights that enhance the board's initiatives but also specifically address the evolving needs and perspectives of the younger professionals in the real estate profession. Eager to collaborate with fellow industry leaders, I look forward to advancing RICS' mission in Australasia.

Mark Wist FRICS

Mark is a corporate property investment strategist and advisor with 35 years of experience in property funds and investment management, research, asset allocation advisory, investment performance analytics and benchmarking, property acquisitions and divestments, development and investment advisory, treasury management and has been a registered valuer. He has been the fund manager for many managed investment schemes. Mark has written post-graduate modules in property markets and property development, has lectured at Universities and conferences in Australasia and Europe. He is engaged as an independent expert witness for Federal Court, Supreme Courts of NSW and QLD and the Administrative Appeals Tribunal. Mark has operated his own investment advisory practice consulting to fund managers, institutional investors, family offices, high net worth investors, developers and corporates and acts as an independent Responsible Manager on Australian Financial Service Licences and sits on a number of Investment Committees and Compliance Committees. Mark has worked professionally for between four and ten years in each of Melbourne, Sydney, Brisbane, Auckland and London.

Matt Wheeler FRICS

Matt Wheeler, FRICS, is a property professional with global experience in large-scale urban development, with a particular focus on shaping communities. As a senior leader in professional services advisory firm Beca, he works with stakeholders to create, facilitate, and execute strategies for large-scale programmes, with an emphasis on spatial planning and infrastructure. Matt excels in formulating comprehensive strategies and managing their implementation through to a masterplan with accompanying delivery focus. He leads Beca’s Asset Advisory business. Matt is an active and dedicated volunteer for RICS, with a long history of providing impactful support to the organisation. He possesses a strong global awareness and understanding of RICS as a professional body, having lived and worked in the UK, Malaysia, Singapore, India, and Aotearoa New Zealand where he currently resides. Matt chairs the NZ MEG group and has been part of establishing nationwide matRICS and policy advocacy groups.

Vishant Narayan FRICS

Vishant has extensive experience in international real estate investment and asset management, having actively participated in transactions exceeding $2 billion across various sectors, including office, retail, industrial, data centres, and renewable energy assets. In 2017, he established Ashbridge Capital, an investment and corporate advisory firm focused on deploying European capital into strategic Australasian opportunities. Beyond his affiliation with RICS, Vishant serves as the Chair at ASER Corporation, a government-mandated entity overseeing $1.3 billion in insured South Australian assets. His academic background includes post-graduate degrees in Public Policy, Economics, and Finance, complemented by undergraduate studies in Law. Vishant’s particular passion lies in leveraging technology to propel the built environment towards net zero carbon emissions, and sees this as the imperative undertaking for the global real estate industry.

Mark Powell FRICS

Mark is a Chartered and Registered Building Surveyor with over 30 years of experience in the UK and New Zealand, delivering expert technical advice and practical solutions that enhance building performance and asset value. His technical expertise spans building pathology/defect analysis, technical due diligence, condition assessment, and dispute resolution, including acting as an expert witness in complex building and construction-related disputes. Currently Board Chair at Maynard Marks and a member of the Institute of Directors New Zealand, Mark also chairs the RICS New Zealand Member Engagement Group, strengthening ties between RICS, local members, academia, and government. As an APC Counsellor, he supports the next generation of professionals entering the surveying field. Passionate about sustainability, Mark champions initiatives that embed environmental responsibility into business and professional operations, and the built environment. He actively promotes best practices in sustainable construction, equitable procurement, and community engagement, while driving professional development and industry leadership. Known for delivering clear, actionable insights, Mark helps clients and professional bodies achieve positive outcomes that align with strategic goals.

Ben Gill MRICS

Ben is a strategic property leader with extensive experience across government, consulting, and governance in New Zealand and the UK. As Director of Property at the Department of Internal Affairs, he leads a national portfolio of operational, cultural, and heritage sites, shaping long term strategy and operational excellence. His earlier consulting career involved delivering complex business cases and portfolio strategies for clients across central government, local authorities, the science and education sectors, along with private and not for profit organisations. Ben has also served on RICS’s UK & Ireland Regulatory Sub Board and in community and professional governance roles. He is committed to advancing standards and raising the profile of RICS across Australasia.

Dr Eugene Seah FRICS

Dr Eugene Seah joined the construction industry in 1999. He graduated with a BSc in Quantity Surveying (1st Class Hons) from the University of Reading and started work at Davis Langdon & Seah as a Quantity Surveyor. He subsequently broadens his knowledge by reading a BSc in Technology and Computing (1st Class Hons), a MSc in Construction Law and Arbitration and a MSc in Sustainable Building Design (Merit). He also attended the Senior Management Development Program from Harvard and has a Diploma and a Certificate in Advance Learning and Performance for Adults from the Institute of Adult Learning at Singapore University of Social Science. He has completed his Professional Doctorate in Construction Management at the European International University in 2023 and is currently studying a PhD by Portfolio from the Swiss Business School.

Seth Leong FRICS

Seth is the Managing Director of Mentabuild (formerly Arcadis Thailand) - a market leading construction consultancy firm providing Construction Cost & Commercial Management (Quantity Surveying), Project & Construction Management and Environmental Advisory Services with 130+ staff and a portfolio of over 1,000+ projects. He has an accomplished international track record of projects across Thailand, Cambodia, Myanmar, Middle East and the United Kingdom and has attended and presented multiple construction cost management topics at local and regional levels for various events and associations.

Dainna Baharuddin FRICS

Sr Dainna graduated with a BSc Quantity Surveying from Newcastle Upon Tyne Polythechnic, UK in 1989. She did her practical training in Yeoman & Edwards, Tunbridge Wells, UK and started her career with Gardiner & Theobald, London, UK. She returned to Malaysia in 1991 to work with Basar & Harun Sdn as a quantity surveyor. She qualified as a Chartered Quantity Surveyor with the Royal Institution of Chartered Surveyors (RICS) in 1992. She was accepted as a member of the Royal Institution of Surveyors Malaysia (RISM) and as a Registered Quantity Surveyor with the Lembaga Juruukur Bahan Malaysia (LJBM) in 1994 She left Basar & Harun Sdn in 2000 to pursue her career locally and in Dublin, Republic of Ireland. She also has project experience in Dhaka, Bangladesh. She has handled over 30 projects as a quantity surveyor specialising in high and low rise residential, commercial, high rise office, hotel, education, hospitals and infrastructure. Sr Dainna returned to Basar & Harun Sdn as Director in 2010. Sr Dainna had been actively involved in various committees in RICS, RISM and BQSM since 1995. She had held posts of Divisional Treasurer, Secretary, Chairman of the RISM Vice President (QS) Session 2013/2014 and 2014/2015, RISM Honorary Treasurer General and RISM Honorary Secretary General. Currently she is a RISM Councillor heading the Constitution Committee. She had served as Board Member of BQSM for 3 sessions and also as Lembaga Akitek Malaysia Board Member.

Dr Sopon Pornchokchai FRICS

A valuer/appraiser in Thailand who is the president of Agency for Real Estate Affairs, Thai Appraisal Foundation & director of Thai Real Estate Business School. Former consultant to World Bank, FAO, ILO, UNCHS, UNESCAP and the like and presently the director of the largest real estate information and valuation centre of some 150 staff members in Thailand which has been in operation since 1994 throughout Thailand, HCMC, Jakarta, Manila and Phnom Penh. Specialties: Appraisal, Valuation, Research and Survey on Properties as well as Soft Laws and Corporate Social Responsibility (CSR).

René Hillig, MRICS

Hannah Jeong leads the Valuation & Advisory Services – Hong Kong in CBRE. She is a highly respected and accomplished real estate professional with nearly two decades of experience. After obtaining her master’s degree in real estate from The University of Hong Kong in 2008, she was elected as a member of the RICS in 2009 and the HKIS in 2012. While having a strong knowledge of all aspects of valuation, Hannah has developed specialisation in areas such as REITs, logistics, and data centres, where she has become a recognised thought leader, regularly contributing her insights through media channels. Dr. Lesly LAM has long been very active in the surveying, real estate and construction profession of Hong Kong. Lesly qualified as a chartered surveyor in 1999. Lesly had served in the Hong Kong SAR Government for over a decade. He then joined private sectors and is currently a Director of Wing Tai Properties Development Limited overseeing the research and investment on assets of the Group in Hong Kong. Lesly put great efforts into doing research and suggestions on land and housing supply, property development, asset management and smart city. He is now a Member of the Election Committee of the Hong Kong SAR Government, the Building & Construction Consultant of Pok Oi Hospital, and a Member of the Hong Kong Council for Testing and Certification.

Lam Yen Ling (Ling) FRICS Member of Hong Kong Regional Advisory Board

Ling Lam is the Managing Director of RLB responsible for overseeing the business in North Asia and serves as RLB Global Board Director. Ling shares responsibility for the overall management of the offices including business development, client relations and project leadership. She ensures that the Practice functions effectively utilizing both regional expertise and global network to deliver successful project outcomes. Ling served as Chairperson of The Association of Consultant QS in 2021-2023 and external examiners for professional institutions and universities. Ling was the Winner of the RICS Woman of the Built Environment Award 2021. She was the recipient for HKIS QS Award of Excellence 2022 in recognition of her contribution to the promotion of the QS profession. Ling is a Fellow Member of RICS and HKIS. Steven Lewis MRICS Member of Hong Kong Regional Advisory Board

Steve is an experienced Chartered Surveyor and EY Partner with experience of working with organisations at a strategic, programme and project level in both the private & public sectors in the UK, China, Middle East and APAC. Steve has extensive experience advising on a range of fast moving and complex projects in a variety of roles spanning the asset lifecycle and as a lead adviser on a large range of infrastructure and other built asset construction and operation programmes. Steve has held roles in Government, quasi-Government and private sector programmes including the provision of advice in respect of infrastructure digitalisation and technology enabled development and operation, setting up complex projects and managing all elements of delivery, operation, construction, asset management, procurement and contract strategy, risk management, project controls structures, systems and methodologies and major programme organisational design. Wong Chi Leung (Patrick) FRICS Member of Hong Kong Regional advisory Board

Patrick is the Senior Analyst covering Asia Pacific real estate sector in Bloomberg Intelligence, the research arm of Bloomberg L.P. He is also heading Bloomberg Intelligence in Hong Kong office with over 60 research professionals providing data-driven research on equity, credit, strategy and ESG. Patrick has over 20 years of working experience in property sector. Prior to joining Bloomberg Intelligence, he was a sell-side equity research analyst with BNP Paribas. Patrick has a Master of Economics and a Bachelor of Science in Surveying from the University of Hong Kong, and a Master of Science in Information Technology from the Hong Kong Polytechnic University. Patrick is a RICS Fellow member and is now one of the RICS Hong Kong Advisory Board members. He is a CFA Charterholder and holds the CFA Institute Certificate in ESG Investing.

Yu Wing Chung (Justin), MRICS, Member of Hong Kong Regional advisory Board

Justin Yu is a Chartered Valuation Surveyor, Chartered Construction Manager, and Chartered Management Accountant, bringing over a decade of expertise to the table. As an external lecturer across esteemed universities in Hong Kong, the UK, and Mainland China, his knowledge is well-rounded and practical. Currently holding the position of Assistant General Manager at a listed property developer in Hong Kong, Justin has honed his skills in overseeing real estate portfolios in Hong Kong and Mainland China. His leadership extends across market operations and professional realms, including Valuations, Asset Management, P&L Management, and Portfolio Management. From 2018 to 2022, Justin served as a Matrics Committee member in Hong Kong and contributed to RICS Hong Kong as an APC Chair and Assessor from 2019.
