In their latest document, ‘Opinions on Promoting the Sustainable and Healthy Development of the Construction Industry’, the China State Council has indicated that China has begun to follow the world’s advanced practice and standards in engineering consulting.
As requirements for the professionalism of construction engineering consulting services companies and qualifications of their professionals increases, China has encountered a shortage of talent as many existing practitioners cannot meet the market requirements on all-round capabilities.
The RICS has developed a framework-of-competency model based on the key characteristics of successful professionals in each field globally to make sure that RICS’ qualifications match with or exceed market requirements. More and more domestic companies, especially state-owned enterprises (SOE), have begun to recognise and adopt the standards promoted and enforced by RICS.
Chinese enterprises specify their requirements for project managers, or other relevant practitioners who possess RICS qualifications, when they require consulting services for their key or strategic projects. Examples include:
Chinese companies expect project managers to be an RICS professional or be a China Registered Cost Engineer, which indicates that Chinese enterprises recognise the RICS qualification as a top qualification nationally. It is noteworthy that these companies also specify in the bidding notices that there should not be any record of major violation of laws or regulations or of bad credit, which is in line with RICS’ ethical expectations of its professionals.

Especially in quantity surveying, many domestic companies and SOEs in first-tier cities, such as Beijing, Shanghai, Guangzhou and Shenzhen, recognise RICS membership as the only equal qualification of China Registered Cost Engineer.
