Overview

The Harris Debate 2025 took place on 11 November 2025 at Great George Street and online. This year’s theme, ‘Ethical Surveying during a housing crisis’, explored the surveyor’s duty of care during times of significant housing demand.

Established by RICS to honour Jonathon Harris CBE FRICS and his contribution to continuing professional development, the Harris Debate continues to focus on pivotal ethical themes affecting our profession.

In this session, our speakers examined the challenges and opportunities presented by the UK government’s £39 billion Social and Affordable Homes Programme and its goal to deliver 300,000 affordable homes. The debate addressed how surveyors can balance client responsibilities with public interest, and how housing demand intersects with ESP priorities and sustainability goals.
