Building confidence in property flood resilience - in partnership with CIWEM

Overview

As flood risks continue to grow in many communities, surveyors play a vital role in helping owners understand, prepare for and recover from flooding.

To strengthen expertise in this increasingly important area, we are working with the Chartered Institution of Water and Environmental Management (CIWEM) to support the development of professional skills in property flood resilience (PFR).

Through this collaboration, surveyors will have greater access to specialist training, professional recognition and practical resources, while homeowners and businesses will be better able to find trusted professionals with proven flood resilience expertise.

Together, RICS and CIWEM are helping raise standards, improve confidence and support more resilient properties and communities.

RICS will support the ongoing development and promotion of CIWEM’s PFR training programme and specialist register to its members. Through the RICS Find a Surveyor service, consumers will be able to identify firms offering flooding-related services, including firms whose professionals have completed CIWEM’s PFR training and joined the specialist register.

Course overview:

Foundations for PFR is part of the CIWEM comprehensive suite of PFR training, designed and delivered by CIWEM and partners and commissioned by the Environment Agency. The foundation modules introduce the attendees to elements of PFR in the context of flood risk management.

They will provide answers to the questions:

  • What is it like to have your home flooded? 
  • What is PFR – resistance and resilience? 
  • Why is PFR needed?
  • What are its limitations and where can things go wrong? 
  • What are the issues that need to be addressed?


The foundation modules provide an introduction for PFR professionals and stakeholders to understand the background and considerations necessary when implementing PFR approaches for the property and end user.

The training also provides an entry point for the remainder of the PFR code of practice training programme.

Course overview:

PFR – hazard assessment – code of practice standard 1 (CoP1) training is part of the CIWEM comprehensive suite of PFR training, designed and delivered by CIWEM and partners and commissioned by the Environment Agency. This training provides a unified understanding of the PFR industry and establishes competencies for those delivering PFR in accordance with the code of practice (CoP) for PFR.

The CoP1 modules will equip learners with an appropriate understanding of flood sources and an ability to critically appraise and use alternative sources of flood hazard data. The training aims to ensure the PFR choices are appropriate given the flood hazard(s). On completion of this module, the attendees should understand the different flood sources, alternative assessment approaches and the sources of relevant uncertainties in those assessments.

Course overview:

PFR – property survey – code of practice standard 2 (CoP2) training is part of the CIWEM comprehensive suite of PFR training, designed and delivered by CIWEM and partners and commissioned by the Environment Agency. This training provides a unified understanding of the PFR industry and establishes competencies for those delivering PFR in accordance with the code of practice (CoP) for PFR.

The CoP2 modules provide the appropriate training and information to allow the attendees to successfully undertake a property survey in accordance with the standards set in standard 2 of the CoP. The CoP2 modules equip attendees with the knowledge/skills and confidence to undertake a survey of a property and understand the end user’s requirements. The survey aspect will focus on the understanding of the construction and use of the building and the current level of PFR so options that meet the needs of the end user can be considered. The training will ensure a clear understanding of the preferences/capability and needs of the end user.

PFR – options development and design – code of practice standard 3 (CoP3) training is part of the CIWEM comprehensive suite of PFR training, designed and delivered by CIWEM and partners and commissioned by the Environment Agency. This training provides a unified understanding of the PFR industry and establishes competencies for those delivering PFR in accordance with the PFR code of practice (CoP).
The CoP3 modules provide the appropriate training and information to enable attendees to successfully identify and consider suitable PFR strategies/options for the property and end user. The training equips attendees with the knowledge, skills and confidence to consider the different PFR strategies and options taking into consideration the findings from PFR standards 1 and 2. This will include providing attendees with the tools to undertake a cost/benefit analysis and provide clear advice to the client on the different strategies.

The course attendees will be able to assess the quality of PFR works and ensure that they are capable of successful operation. They will be able to provide the end user with the appropriate information about the operation and future maintenance of the PFR.

Course overview:

PFR – operation and maintenance – code of practice standard 6 (CoP6) training is part of the CIWEM comprehensive suite of PFR training, designed and delivered by CIWEM and partners and commissioned by the Environment Agency. This training provides a unified understanding of the PFR industry and establishes competencies for those delivering PFR in accordance with the code of practice (CoP) for PFR.

The CoP6 modules provide a summary of roles and responsibilities for the effective operation and maintenance of installed PFR measures to the designed level of resilience.

The training enables course attendees to understand the roles and responsibilities of all stakeholders in the operation and maintenance processes.

The attendees will learn what product information to capture and record throughout the life of the PFR products, how to identify when product maintenance and/or replacement is required and if the flood resilience has changed from the design.

They will also learn where and why investigations may be applicable following a flood event and how to successfully undertake them, including inspection requirements for each individual PFR measure and the system as a whole.

CIWEM’s specialist register of certified property flood resilience (PFR) professionals 

The specialist register helps demonstrate competence in PFR, certifies professionals against the industry's code of practice for PFR and requires them to also demonstrate their applied knowledge and experience in end-to-end PFR delivery.

For the Environment Agency, insurers, local authorities and those who have been flooded, confidence in professionals delivering PFR is essential. CIWEM’s specialist register demonstrates that professionals have completed the appropriate training and been independently assessed assure their competence to undertake and supervise PFR delivery, providing the necessary confidence to those looking for high-quality PFR installations.

The register focuses on PFR surveyors and building contractors/installers, who are assessed through a robust process including successful completion of PFR training, proof of attaining required competencies and passing a PFR-focused Professional Review Interview.

Route to specialist registration

This booking is for the Route to specialist registration and is intended for candidates who have already completed the foundation training.

The Route to specialist registration includes the following:

Access to the Code of practice (CoP1–6) e-learning modules.

  • Three live online surgery sessions to support your learning: one initial surgery to welcome you to the course, a second at the midpoint of the e-learning programme with a course trainer, and a final surgery to prepare you for the final submission.
  • Attendance at the two-day residential course, which takes place after you have completed the CoP e-learning and is a mandatory step before booking your final specialist registration assessment.
  • Please note that Foundation training is not included in this booking. Completion of the foundation course is a prerequisite for enrolling on the Route to specialist registration.
