The Royal Institution of Chartered Surveyors (RICS) and the Singapore Institute of Surveyors and Valuers (SISV) are pleased to announce that they have entered into a Mutual Recognition Agreement to benefit their respective members and further strengthen the relationship between both organisations.
The agreement recognises equivalency in each organisation’s membership entry and advancement standards for eligible Quantity Surveying professionals. It provides a clearer pathway for eligible RICS Members and Fellows under the Quantity Surveying and Construction pathway to become Members or Fellows of SISV’s Quantity Surveying Division, and for eligible SISV Quantity Surveying Division Members and Fellows to become Professional Members of RICS.
Under the agreement, a Member or Fellow of RICS under the Quantity Surveying and Construction pathway may be elected as a Member or Fellow of the SISV Quantity Surveying Division, subject to meeting SISV requirements. These include completing one year’s practice in Singapore, maintaining a detailed record of relevant experience, submitting the SISV membership application form, and completing a simplified professional competence interview on law and practice in Singapore.
Similarly, a Member or Fellow of SISV’s Quantity Surveying Division may be elected as a Professional Member of RICS, subject to meeting RICS requirements. These include having five years’ relevant experience, of which 12 months must be post-SISV qualification; being working or primarily based in Singapore; having not been previously referred at an RICS assessment; having a proposer who is an MRICS or FRICS; successfully completing the RICS Professionalism ethics module; providing a letter of good standing from SISV; and paying the relevant RICS application, election and annual subscription fees.
The Mutual Recognition Agreement reflects the shared commitment of RICS and SISV to advancing professionalism, supporting international recognition, and strengthening standards across the built environment sector. It also supports the continuing professional development, networking and professional mobility of members of both organisations.
Both organisations will continue to work together to establish frameworks for achieving common goals across education, professionalism, technical standards and membership, for the betterment of members of both institutes.

The Mutual Recognition Agreement will remain in force for a period of five years from the date of signing.

SISV was established in 1982 when the Singapore Institute of Surveyors and the Singapore Institute of Valuers merged. The Institute comprises three divisions: the Land Surveyors, the Quantity Surveyors(QS) and the Valuation and General Practice.
The SISV QS Division is responsible for administering the Accredited Professional Quantity Surveyor (APQS) designation.
