The Royal Institution of Chartered Surveyors (RICS) welcomes the opportunity to contribute to the formulation of the Hong Kong SAR government’s 2026 Policy Address.

Hong Kong has established ambitious strategic directions across the Northern Metropolis, housing, urban renewal, innovation, infrastructure, talent development and sustainability. As these priorities increasingly move from planning towards implementation, RICS considers that the next phase should place particular emphasis on successful delivery, long-term value creation and the quality and resilience of Hong Kong’s built environment.

This requires not only accelerating development but also strengthening programme governance and investment frameworks, embracing innovation, enhancing housing and urban renewal, developing local and international talent, and ensuring that public and private investment delivers lasting economic, environmental and social value.

Drawing on the professional expertise and market insights of RICS members across the built and natural environment, RICS has put forward a series of recommendations for the Hong Kong SAR government’s consideration.
