Chief Executive Officer, DLS Consultancy Pte Ltd
Dr Eugene Seah joined the construction industry in 1999. He graduated with a BSc in Quantity Surveying (1st Class Hons) from the University of Reading and started work at Davis Langdon & Seah as a Quantity Surveyor. He subsequently broadens his knowledge by reading a BSc in Technology and Computing (1st Class Hons), a MSc in Construction Law and Arbitration and a MSc in Sustainable Building Design (Merit). He also attended the Senior Management Development Program from Harvard and has a Diploma and a Certificate in Advance Learning and Performance for Adults from the Institute of Adult Learning at Singapore University of Social Science. He has completed his Professional Doctorate in Construction Management at the European International University in 2023 and is currently studying a PhD by Portfolio from the Swiss Business School.
Director, Basar & Harun Sdn. Chartered Quantity Surveyors
Sr Dainna graduated with a BSc Quantity Surveying from Newcastle Upon Tyne Polythechnic, UK in 1989. She did her practical training in Yeoman & Edwards, Tunbridge Wells, UK and started her career with Gardiner & Theobald, London, UK. She returned to Malaysia in 1991 to work with Basar & Harun Sdn as a quantity surveyor. She qualified as a Chartered Quantity Surveyor with the Royal Institution of Chartered Surveyors (RICS) in 1992. She was accepted as a member of the Royal Institution of Surveyors Malaysia (RISM) and as a Registered Quantity Surveyor with the Lembaga Juruukur Bahan Malaysia (LJBM) in 1994 She left Basar & Harun Sdn in 2000 to pursue her career locally and in Dublin, Republic of Ireland. She also has project experience in Dhaka, Bangladesh. She has handled over 30 projects as a quantity surveyor specialising in high and low rise residential, commercial, high rise office, hotel, education, hospitals and infrastructure. Sr Dainna returned to Basar & Harun Sdn as Director in 2010. Sr Dainna had been actively involved in various committees in RICS, RISM and BQSM since 1995. She had held posts of Divisional Treasurer, Secretary, Chairman of the RISM Vice President (QS) Session 2013/2014 and 2014/2015, RISM Honorary Treasurer General and RISM Honorary Secretary General. Currently she is a RISM Councillor heading the Constitution Committee. She had served as Board Member of BQSM for 3 sessions and also as Lembaga Akitek Malaysia Board Member.
Marissa Benitez is a valuation and real estate specialist with over 30 years of experience across government advisory, international development, and private‑sector valuation. She is a Consultant for Valuation at Colliers International Philippines, mentoring valuers, leading financial reporting assignments, and integrating global best practices through international conferences. She has served as a valuation expert in World Bank–assisted projects in Bhutan, Nepal, and the Philippines, supporting national standards, public‑sector valuation systems, and financial modeling. A Statistics graduate of UP Diliman, she is an RICS Fellow, licensed real estate practitioner, accredited lecturer, and Chairman of PARA.
Managing Director Singapore and Head of Project & Programme Management, Southeast Asia, Asia Infrastructure Solutions Pte Ltd
René is the Managing Director and Head of Project Management Southeast Asia at Asia Infrastructure Solutions. Prior to this, René was the Managing Director of Arcadis Singapore, leading a multidisciplinary consultancy business comprising around 280 project managers, cost managers, construction managers and sustainability & business advisory staff. Over the last two decades, René has held various senior and director-level positions with multidisciplinary consultancies in Asia, the Middle East, and the UK and has delivered or led the delivery of a wide variety of programs and projects across all sectors of the built environment. With a BEng(Hons) in civil engineering and an MSc in Construction Economics & Management from UCL, René is also a chartered member of the RICS (MRICS) and is PMP and CDCP certified.
Oanh Ho is the Director of VAS Valuation Co., Ltd, in association with CBRE, bringing nearly two decades of property valuation expertise to the Vietnamese market. Her experience spans diverse real estate sectors, including residential, commercial, hotel, industrial, and development sites. Oanh has built a strong team and fostered significant individual and organizational achievements. Committed to nurturing the next generation of property professionals, she actively mentors RICS candidates and supports Vietnamese universities through valuation workshops and career guidance programs. Her dedication to excellence has been recognized with the CBRE Circle of Excellence award for Best Professional Services (2011 & 2012) and the CBRE Asia Circle of Excellence (February 2013) and SE Asia Circle of Excellence (2017). A Registered Valuer (RICS) since February 2013 and a Certified Practicing Valuer (MOF) since September 2012, Oanh is committed to the highest professional standards. Known for her collaborative approach and ethical practices, Oanh is excited to contribute to the RICS Southeast Asia Regional Advisory Board and promote best practices in the built environment.
David Jackson has practiced Commercial Real Estate for almost 20 years and been operating in South East Asia since 2008. He is currently the Principal and Chief Executive Officer of Avison Young Vietnam, managing the operational aspects of the company along with setting the strategic vision and goals. He has a broad and diverse level of expertise in managing business, capital markets, transactional management, and valuations and advisory. David has an MSc in Surveying; is a Fellow of the Royal Institution of Chartered Surveyors (RICS); a Member of the Society of Office and Industrial Realtors (SIOR); is a Certified Member of the British Institute of Facilities Management, a Member of the Vietnam institute of Directors (VIOD); a LEED Green Associate and a Fellow of the Institute of Continuing Professional Development. David is a keen advocate for technology and sustainable building practices, as well as diversity and inclusion in the workplace.
Rynor Jamandre is the CEO of Quantity Solutions Inc and the Orion Group of Companies. He was a board topnotcher in civil engineering in 1998. He co-founded Quantity Solutions in 2008 and has completed more than 700 projects worldwide worth more than 100Billion US$. Under his leadership, QSi was recognized as RICS Southeast Asia’s highly commended QS Team of the Year for 2024 and 2025. He is the current Co-Chair for Infrastructure of the American Chamber of Commerce of the Philippines and sits on the Board of Trustees of Don Bosco Technical Institute Technical Vocational Education Training (TVET). He was recognized as CEO of the Year by Nation Builders and Mosliv in 2023. He is a big proponent of anti-bribery in construction under ISO 37001. He completed his civil engineering degree from University of Negros Occidental-Recoletos and Credential of Readiness Course from Harvard School of Business online.
Ts. Sr Khoo Sui Lai graduated with a Bachelor of Building in Construction Economics from the University of Technology Sydney (UTS) and is currently pursuing his Ph.D. (Engineering) at Universiti Tunku Abdul Rahman (UTAR). He is a Consultant Quantity Surveyor (CQS) registered with the Board of Quantity Surveyors Malaysia (BQSM), a Fellow of the Royal Institution of Surveyors Malaysia (RISM), and a Chartered Surveyor with the Royal Institution of Chartered Surveyors (RICS). He is also a Professional Technologist (Ts) registered with the Malaysia Board of Technologists (MBOT). He is actively involved in research, has published academic papers, won local and international invention awards, and led or co-led several research grants. His research interests include digital construction, construction economics, and sustainable development in the construction industry. He also actively contributes to professional bodies at both national and international levels.
