Overview 概述

Global Assets and Technology Reshaping under the New Landscape of the 15th Five-Year Plan.

The 15th Five-Year Plan marks a pivotal period for China's shift from ‘scale-driven growth’ to ‘quality-driven leapfrogging’. The real estate and construction sectors are set for four major transformations: institutional restructuring, technological advancements, spatial redefinition, and enhanced openness. This conference is organised around five key thematic pillars that align with the core principles of the Plan:

Policy and Top-Level Design: This pillar focuses on interpreting policy directions under the 15th Five-Year Plan, including the ‘affordable + market-based’ dual-track system, urban renewal, and stock activation. It aims to define industry boundaries and identify growth opportunities.

Technology Reshaping Industries: Emphasising AI-enabled asset management and construction technologies, this pillar examines practical applications such as smart construction, full-lifecycle Building Information Modelling (BIM) collaboration, digital twins, and construction robotics. The goal is to drive the industry's transition from ‘traditional construction’ to ‘digital intelligent construction’.

Global Asset Deployment: In line with the high-quality development goals of the Belt and Road Initiative, this pillar explores pathways for Chinese real estate and construction enterprises to expand globally. It focuses on upgraded Engineering, Procurement, and Construction (EPC) contracting models, localised operations, and strategies for delivering overseas green projects.

Capital and Asset Revitalisation: This pillar capitalises on opportunities arising from the expansion of Real Estate Investment Trusts (REITs) and regulatory improvements under the 15th Five-Year Plan. It aims to establish a closed-loop cycle of ‘investment-construction-operation-exit’, covering infrastructure REITs, affordable rental housing REITs, and green energy REITs.

Green and Low-Carbon Transition: Closely aligned with the ‘dual carbon’ goals and the development of new energy systems, this pillar explores the use of green building materials, energy-saving retrofits, new energy integration, and carbon accounting and trading practices within the real estate and construction sectors.

十五五规划是中国从 “规模增长” 转向 “质量跃升” 的关键五年，房地产与建造领域迎来制度重构、技术革命、空间重塑、开放升级四大变革。本次峰会紧扣规划核心，围绕五大主线展开：​

政策与顶层设计：解读十五五 “保障 + 市场” 双轨制、城市更新存量激活、新型能源体系建设等政策导向，明确行业发展边界与机遇中国政府网。​

技术重塑产业：聚焦 AI 赋能资产管理与建筑科技，落地智能建造、BIM 全生命周期协同、数字孪生、建筑机器人等技术应用，推动行业从 “传统建造” 向 “数字智能建造” 转型。​

全球资产布局：结合 “一带一路” 高质量发展要求，探讨房企与建造企业出海路径，重点分析 EPC 总承包模式升级、属地化运营、海外绿色项目落地策略。​

资本与资产盘活：依托十五五 REITs 扩募与规范化发展机遇，打通 “投资 - 建设 - 运营 - 退出” 闭环，覆盖基础设施 REITs、保障性租赁住房 REITs、绿色能源 REITs 等核心品类。​

绿色低碳转型：紧扣 “双碳” 目标，联动新型能源体系建设，探讨房地产与建造领域的绿色建材应用、节能改造、新能源配套、碳核算与碳交易实践。
