Richard Neville Lay FRICS: Adapting to change

In 1991, Richard Lay chaired a committee looking at how RICS was adapting to changing markets both in the UK and emerging EU countries.

Richard Lay CBE, FRICS began his career as a Trainee surveyor, G L Hearn & Partners. Throughout his training, Richard took courses by correspondence and qualified, separately, as a surveyor and an auctioneer. Richard joined Debenham Tewson & Chinnocks/DTZ Debenham Thorpe when he was 22 and became an equity partner in Debenham Tewson & Chinnocks in 1962.

By 1998, when Richard was appointed President of the Royal Institution of Chartered Surveyors, he was the Chairman of DTZ Debenham Thorpe, which was then the biggest firm of chartered surveyors in Europe, employing 1,350 people in the United Kingdom.

As President of RICS, Richard was instrumental in leading the agenda for change programme which set out the challenges that RICS would face at the turn of the Millennium, and how it would have to adapt to continue growing as an organisation.

Richard’s mission was to elevate the status of the RICS Qualification so that RICS Members are recognised in business as providing the highest standards of professionalism, skills, and integrity in all matters related to the economics and management of land, property and construction and the associated environment issue.

Richard also launched the Property Research Foundation; restructured the Institution’s Divisions and Branches which were replaced with Faculties and Forums and presided over the merger of the Incorporated Society of Valuers and Auctioneers with RICS (ISVA).

2018 marks the 150th anniversary of RICS. To celebrate this milestone, we've launched our Pride in the Profession initiative to showcase the significant and positive impact surveyors have made to society.
