BCIS Analysis of the Month: Whitecraig Community Centre

The BCIS Online featured project for January 2019, submitted by East Lothian Council, is the recently tendered Whitecraig Community Centre, located in Whitecraig, Lothian.

The site, which is owned by East Lothian Council, was formerly occupied by the village's bowling clubhouse and is located within a Coal Authority High Risk Area.

The purpose of the single storey community centre is to provide a focal point for the village and be suitable for a range of uses, replacing the existing community centre located nearby. It will provide a multi-purpose hall accommodating 100Nr seated persons (132m2), kitchen (22m2), lounge (45m2), office (6m2), 2Nr changing rooms (12m2 each), 1Nr multi-purpose/creche room (28m2), 1Nr multi-purpose/meeting room (25m2), plant room (13m2), WCs and store rooms.

The building cost at £2,819/m2 (2Q2018, Lothian), compares with the average of £1,854/m2 for 102 community centre projects on the same basis on the BCIS Online database. The higher cost is attributed to the pile foundations, fittings and furnishings and mechanical and electrical installations.

Substructure, at £358/m2 includes:

  • piling.

Superstructure, at £1,055/m2 includes:

  • steel and timber framing
  • pitched and tiled roof including rooflights
  • yellow sandstone facing brick and block external walls
  • double glazed composite timber/aluminium windows and doors
  • block and stud partitions
  • timber doors.

Finishes, at £254/m2 include:

  • wall, floor and ceiling finishes.

Fittings and furnishings, at £105/m2 include:

  • fittings and furnishings generally.

Services, at £1,047/m2 include:

  • sanitaryware
  • gas fired boiler serving radiators
  • power and lighting including emergency lighting
  • fire and intruder alarms, CCTV, data and door entry control.

External and facilitating works at a cost of £199,741 include:

  • site clearance, paving, landscaping, boundary wall, furniture, drainage, services, decontamination, party wall and adjacent building underpinning works.

The £/m2 figures include preliminaries at 23.49% of the remainder of the contract sum excluding contingencies and fees.

The project was procured using the JCT Standard Building Contract 2011 edition.
