The BCIS Online featured project for January 2019, submitted by East Lothian Council, is the recently tendered Whitecraig Community Centre, located in Whitecraig, Lothian.
The site, which is owned by East Lothian Council, was formerly occupied by the village's bowling clubhouse and is located within a Coal Authority High Risk Area.
The purpose of the single storey community centre is to provide a focal point for the village and be suitable for a range of uses, replacing the existing community centre located nearby. It will provide a multi-purpose hall accommodating 100Nr seated persons (132m2), kitchen (22m2), lounge (45m2), office (6m2), 2Nr changing rooms (12m2 each), 1Nr multi-purpose/creche room (28m2), 1Nr multi-purpose/meeting room (25m2), plant room (13m2), WCs and store rooms.
The building cost at £2,819/m2 (2Q2018, Lothian), compares with the average of £1,854/m2 for 102 community centre projects on the same basis on the BCIS Online database. The higher cost is attributed to the pile foundations, fittings and furnishings and mechanical and electrical installations.
The £/m2 figures include preliminaries at 23.49% of the remainder of the contract sum excluding contingencies and fees.
The project was procured using the JCT Standard Building Contract 2011 edition.
