APC supplementary language for Hong Kong

Starting 1 December 2018, Assessment of Professional Competence (APC) candidates in Hong Kong are allowed to use Cantonese or Mandarin at APC interviews as a supplementary language for clarification of technical elements.

As a global initiative to align RICS assessment and qualification standards, and to ensure that candidates are assessed by level of competence rather than language ability, we have recently reviewed and audited APC assessment interviews conducted in the region.

Further to the reviews, with effect from 1 December 2018, while APC assessment interviews in Hong Kong will be conducted in English, candidates are allowed to use Cantonese or Mandarin as a supplementary language for clarification of technical elements.

With the effect of such supplementary language, please note that:

  1. English remains the language used for written submissions.
  2. English remains the major assessment language used in the interviews.
  3. During an assessment interview, candidates are allowed to use Cantonese or Mandarin to clarify technical points. Once the clarification has been completed, the interview language will return to English.
  4. Once a candidate has submitted the written submission, staff will contact him/her regarding the choice of supplementary language so that assessors with proficient supplementary language ability can be arranged.

The above language arrangement aims to ensure that key elements of competence of a candidate are impartially assessed within a short and confined assessment time. Our globally established assessment and qualification standards remain unchanged.

Please also note that candidates attending APC interviews in Hong Kong must have local experience and be practising locally.
